Virginia County Aims to Ban Lights on Private
Property

In Loudoun County, VA, the local government is considering a proposal
to ban the use of outdoor lights at night. This is not a joke. Soon,
homeowners and small businesses in Loudoun County may have to turn off
their lights, or face penalties. No more Christmas lights. No more
security lights to ward off would-be attackers and thieves. No more lights
alerting customers that an establishment is "open."
Earlier this month, Supervisor Bill Bogard (Sugarland Run, VA)
introduced a draft proposal that would curb light use in Loudoun.
Elizabeth Alvarez, associate director of Dark Sky International, an
Arizona-based group pushing for the light ban, explains: "We try to
teach people when, where and how much light they should be using for
energy and environmental reasons." Huh? Leave it to a dimwit to
protest something as harmless as light.
Thankfully, Supervisor Eugene Delgaudio (Sterling, VA) has taken the
lead against this nazi-style proposal. "With this act, women are not
safe and we might as well call it the ‘Kidnappers Enhancement Act,’"
says Delgaudio.
If this can happen in Loudoun County, it can happen anywhere. After
all, the group trying to steal this basic property right is based in
Arizona.
Every once in a while, a radical proposal comes along that is so
ridiculous, yet also so incredibly dangerous to property rights (and in
this case, the safety of everyone), that we have an opportunity to kill it
before it spreads. WE MUST KILL THIS ONE!

1. Call Supervisor Bill Bogard and tell him TO STOP THE IDIOCY! He and
his fellow "supervisors" have NO RIGHT to tell a property owner

House Votes to Arm Pilots—
Bush Still Standing in the Way
The House of Representatives, by a 310-113 vote, passed the
"Arming Pilots Against Terrorism Act" (H.R. 4635). Not only did
this vital security bill pass overwhelmingly, but it passed without many
of the terrible provisions that were added to it in the Transportation
Committee.
H.R. 4635, as passed, would allow ANY PILOT to carry a firearm in the
cockpit—not the ridiculous, previously proposed 2% of pilots nationwide.
In addition, the two-year "test" rule was removed from the bill,
which means that once pilots begin carrying guns, they will not be
rendered unarmed and vulnerable to terrorists by anti-gun politicians
years from now.
The fight now moves on to the Senate, where Rep. Bob Smith’s (R-NH)
"Arming Pilots Against Terrorism and Cabin Defense Act of 2002"
(S. 2554) is waiting for a vote. The Senate, however, will prove a tougher
pass for this potentially lifesaving piece of legislation.
Unfortunately, INEXPLICABLY, President Bush IS OPPOSED to allowing our
brave men and women in the skies adequately defend their aircraft and
their passengers. He has come out AGAINST the bill. And with Bush standing
in the way, it will be very difficult to have a positive outcome in the
Senate. Is the President scared of the anti-gun leftists? If that’s the
case, then instead of championing the battle cry "let’s roll,"
he seems to be sending the message: "Let’s roll over."
This is NOT the time for politicking and caving to the anti-gun lobby!
Every day that passes with America’s pilots unarmed, is another day of
vulnerability. President Bush and your Senators NEED TO HEAR FROM YOU!

1. Call both of your Senators and DEMAND that they support S. 2554.
Allowing pilots to carry firearms is one of the most common sense measures

Resources Committee Passes ESA
Reform Bill
The House Resources Committee recently passed H.R. 4840, the
"Sound Science for Endangered Species Act (ESA) Planning Act of
2002." The bill requires the federal government to rely on
field-tested and empirical data in making major decisions under ESA.
Sound, peer-reviewed science will now be required before listing a certain
species as "endangered." Though this seems like common sense,
such guidelines currently do not apply when it comes to ESA.
This is a small victory in a battle where we have had very few
victories, if any at all. The fight will now move on to the full House of
Representatives. We must urge our Representatives to support H.R. 4840!

1. Call your Representative and urge him to support H.R. 4840. The
Endangered Species Act has run roughshod over far too many families, farms

Bush Backs Off—
Agrees to Temporary Immunity from ICC
The fight between President Bush and the United Nations over whether or
not U.S. peacekeepers would be immune from the U.N.’s International
Criminal Court has ended…for now. The President, to his credit, had
already unsigned the ICC treaty that Clinton had signed in the eleventh
hour before he left office. Still, the U.N. is claiming jurisdiction over
the U.S., despite the fact that our Senate has never ratified the treaty.
The fiercely anti-America U.N. wants to start rounding up U.S. troops,
dignitaries, and citizens for prosecution, whether the U.S. takes part in
the ICC or not.
President Bush initially demanded that U.S. forces abroad be granted
permanent immunity from this kangaroo court. If not, Bush vowed to start
pulling American troops out of peacekeeping operations. After weeks of
playing chicken with the U.N., Bush backed off his demand, and settled for
a measly one-year term of immunity. Once that year expires, it could be
open season for the U.N. on our brave men and women overseas.
Fortunately, reliable sovereignty champion Rep. Ron Paul (R-TX), has
introduced a bill that would give permanent immunity to U.S. citizens and
soldiers from the U.N. court. "The American Servicemember and Citizen
Protection Act of 2002" (H.R. 4169) simply states: "The
International Criminal Court is not valid with respect to the United
States." The bill is currently in the House International Relations
Committee.
We must get this bill passed as soon as possible! Without this bill, in
one year, rogue nations could begin targeting Americans through the ICC.

1. Call Chairman of the House International Relations Committee, Henry
Hyde, and urge him to support H.R. 4169. He needs to take a strong, vocal
stand against the ICC, and help garner support for this vital bill.
