After nearly being killed by it’s own sponsor, the American Land
Sovereignty Protection Act has new life. It has changed bill numbers from
S. 510 to S. 3146. It is the same great bill, it just has a different
number. Because of this procedural change, S. 3146 no longer has to be
passed in the Senate Energy Committee before it is allowed to be voted on
in the Senate for passage. The American Land Sovereignty Protection Act
can be passed at any time now! Senate Majority Leader Trent Lott simply
needs to bring S. 3146 up for a vote before the Senate adjourns for the
year.
This is the biggest pro-sovereignty and pro-property rights bill in
recent memory. It would require congressional approval before United
States land could be designated a U.N. Biosphere Reserve or U.N. World
Heritage Site.
Currently, over 51 million acres of U.S. land have been designated U.N.
Biosphere Reserves and World Heritage Sites—WITHOUT CONGRESSIONAL
APPROVAL!!!
It is extremely urgent that you call both of your Senators (call early
and often) over the next two weeks and urge them to support S. 3146. ALSO,
be sure to call Sen. Trent Lott and urge him to support the American Land
Sovereignty Protection Act…AND demand that he bring it up for a vote on
the Senate floor!!!
If S. 3146 doesn’t pass before Congress adjourns, we will have to
start all over again next year. We’ve worked so hard to come so far. Don’t
let it go to waste!

1. Call Sen. Trent Lott and urge him to support S. 3146 and bring it up

2. Call both of your Senators and urge them to support S. 3146. We’ve
worked so hard to get this far. If S. 3146 doesn’t pass the Senate in

CARA Almost Defeated! Land-grabbers Trying One Last Ploy…
The ongoing battle over the Conservation and Reinvestment Act (CARA)
has taken many twists and turns recently, but the bottom line is WE ARE
WINNING!
The CARA land grab has suffered numerous setbacks in recent weeks.
First, because of all of the changes made to the Senate version of CARA,
the House was forced to vote on whether or not to allow CARA to be added
as an amendment to the appropriations bill for the Department of the
Interior. The House voted 354 to 65 AGAINST CARA! Instead they approved
funding for a measure that would take the place of CARA. Although this
measure is still a land grabbing, anti-private property piece of
legislation, it is much, much better than CARA. The new measure is a 6
year, $12 billion program in which Congress would have to approve spending
each and every year. As you’ll recall, CARA is a 15 year, $45 billion
entitlement in which the money would be appropriated automatically every
year, without congressional approval. So while the new measure is still a
slap in the face to property owners, it is not nearly as dangerous as
CARA.
Even though CARA is almost dead, Reps. Don Young (AK) and Billy Tauzin
(LA) are fighting harder than ever to see that CARA is passed. They are
trying to attach CARA to the Commerce Department Appropriations Bill in
the Senate. Apparently these two neo-land-grabbers will stop at nothing
when it comes to stuffing their faces with federal pork—even if it means
kicking property owners off of their land.
THE COMING WEEK IS CRUCIAL!!! CARA is almost dead—NOW IS THE TIME TO
FINISH IT OFF! Sen. Trent Lott is currently siding with the land grabbers
(because like Reps. Young and Tauzin, he smells pork and wants it) and
will try to attach CARA to the appropriations bill for the Commerce
Department. Sen. Lott needs to hear from you!!!
***ACTION TO TAKE***
1. Call Sen. Trent Lott and tell him to OPPOSE CARA and NOT allow it to
be attached to the Commerce Department’s appropriations bill! Let him
know that you will not sit idly by while he steps over land owners to help

2. Call both of your Senators and urge them to stop any attempt to
sneak CARA onto the Commerce Department’s appropriations bill. Capitol
